The Kollam Municipal Corporation (KMC), which governs the city of Kollam, has launched Intelligent Property Management System (IPMS) to regulate the recording and tax-fixing of properties and the e-governance facility, Integrated Management System (IMS). These IPMS and IMS systems, which aim for office e-governance and GIS mapping, were developed by Uralungal Technology Solutions (ULTS), a subsidiary of the Uralungal Labour Contract Cooperative Society (ULCCS).
Using IPMS, the correct demarcation between the wards, panchayats or municipality is made possible. It can also be used for micro-level land use and land cover, paddy land and wetland statistics – gathering of statistics of rivers, ponds, lakes and other water bodies and spatial information of fallow lands. Detailed information on all buildings, bridges, roads, drainage, and culverts with photographs can also be obtained.
Railway network, basic and spatial data of all the residents in the municipality/ panchayat, their basic health records and educational/professional details, details of the domestic animals, wells, water availability, waste management and rainwater harvesting of each building is collected using the system. Pension details and ration card information of residents will also be made available through the IPMS.
IMS enables all systems and processes of an organisation to function as a unit with unified objectives. It also provides full infrastructural and network support for the zonal offices of the municipality to conduct video conferences with the mayor’s office.
The ‘information kiosk’ provided under the IMS enables the public to clear their queries, track applications and search information in the touch screen machine set in front of the office. This will help prevent crowds in front of the counters. ‘Token system’ is the next utility that prevents the long queue caused in front of the counters. Information will also be available on the digital screen, instead of notice boards.
With the help of latest technologies like drone, DGPS, laser tape and specially-designed applications, all the demographics and property ownership data, details of all the water bodies, bridges, drainages, buildings, and roads with the photographs and all the relevant socio-economic-cultural details of residents are collected, analysed and stored in IPMS in a user-friendly mode.
