The Government of India has recently announced the creation of 100 Smart Cities to drive economic growth and improve the quality of life of people by enabling local development and harnessing technology as a means to create smart outcomes for citizens. Solapur is one of the shortlisted cities for the Smart City initiative under the Ministry of Urban Development, Government of India.
That said, with the budget of Rs 2,247 crore to implement its Smart City plans, the Solapur City Development Corporation Ltd (SCDCL) will soon implement a command and control centre for effective monitoring and governance and efficient citizen’s services. For this, SCDCL has called for proposals for selection of System Integrator for the implementation of command and control centre. Importantly, to encourage micro, small and medium enterprises (MSMEs), bidders should earmark a minimum 20 per cent of the total contract for procuring goods and services from MSMEs.
Key components of Smart City solution with scope of work are:
- City network
- City Wi-Fi
- City surveillance
- ICT enabled solid waste management
- Smart lighting
- Smart traffic
- Smart parking
- Environmental sensors
- City bus intelligent transportation system
- Smart governance and citizen services
Meanwhile, the above components shall be supported by the Police Command Control Centre (CCC), City Operation Centre cum Bus Transport Management centre, and Data Centre and Disaster Recovery Centre. Here, the selected bidder will carry out project planning, execution and management. On top of it, the bidder will assess and conduct a gap analysis of requirement of all smart city components.
The architecture must adopt an end-to-end security model that protects data and infrastructure from malicious attacks, thefts, natural disasters, etc. The system integrator must make provisions for security of field equipment as well as protection of the software system from hackers and other threats. Using firewalls and intrusion prevention systems, attacks and thefts shall be controlled and well supported (and implemented) with the security policy. What’s more! The solution shall support advanced user authentication mechanisms including digital certificates and biometric authentication.
Solapur will also equip Geographical Information System (GIS) infrastructure. The Solapur Municipal Corporation has undertaken detail assessment for integration of the smart governance, surveillance system and all other components with GIS. It is expected that the bidder will carry out seamless integration to ensure ease of use of GIS in the dashboards in command control centres based on the data available with city administrations.
One of the important elements of this project is monitoring city’s infrastructure by integrating into command and control system on a real-time basis. Through this, the city will monitor in real-time the number of citizens touched through e-Services each day, month and year, through appropriate tools and MIS reports. The city authorities will develop the infrastructure management and monitoring system shall be used to monitor the infrastructure (IT and non IT) hosted at the data centre.
