The Smart Cities Council India and Andhra Pradesh Urban Infrastructure Asset Management (APUIAML) recently conducted a closed-door conference on ‘Eluru Smart City Development through Swiss Challenge Approach’ in Mumbai. With this, Eluru has become the first city in the country to adopt Swiss challenge framework to operate its future projects.
Prakash Gaur, Chief Executive Officer, Andhra Pradesh Urban Infrastructure Asset Management (APUIAML), said, “Eluru Smart City Mission is one of the initiatives taken by the Chief Minister N Chandrababu Naidu with a vision to drive economic growth, increased investment and job creation; have transparent e-Governance; undertake comprehensive urban planning; improve quality of life with service level improvement; improve economic competitiveness with institutional and individual empowerment and environmental protection with increased per capita green coverage and implementation of energy efficient measures.”
This is in line with the State vision of the positioning itself among the top three States in the country in terms of Economic Development by 2029. The State intends to brand its cities through people’s involvement in identifying its own strength and uniqueness, which in turn will help in achieving the collective aspirations of the citizens and lead the economy to flourish.v Explaining about Swiss challenge method, Prakash Gaur said, “the Swiss challenge is a method of bidding, often used in public projects, in which an interested party initiates a proposal for a contract or the bid for a project. The government then puts the details of the project out in the public and invites proposals from others interested in executing it. On the receipt of these bids, the original contractor gets an opportunity to match the best bid.”
Here, APUIAML will act as an end to end service provider (transaction advisor, PMC) for the project. It will also provide support to Eluru Municipal Corporation and other Government stakeholders in identifying projects and continuous support for technicalities of the project.
Meanwhile, showcasing projects, the Government of AP has gone through a rigorous citizen engagement programme. Offline and online mode of engagement were carried out and filled survey questionnaires were analyzed before finalizing the proposals for Eluru smart city. The result of citizen engagement was evident as the government has prioritized projects in flood management, road improvement, smart water management, junction improvement, four decentralized sewage treatment plants, intelligent traffic management, CCC system, sewerage system and smart energy management.
In this regard, APUIAML, in next two days will come out with a Request for Qualification (RfQ). The proposed projects to be done on a PPP (Public Private Partnership) under uniquely designed Hybrid Annuity Model. This approach is adopted for the first time in the country on a city level development project involving multiple components.
